Right to Information Act 2005 and Related Information
Sec 4(1) (i): Particulars of the organization, functions and duties
Gorakhpur Development Authority was constituted on 5th January , 1977 under an Act of the State Legislature. The Authority is responsible for planning and development of Gorakhpur Development area as per the provisions of Uttar Pradesh urban Planning and development Act 1973.
(ii) Powers and duties of its officers and employees
Gorakhpur Development Authority's board consists of a Chairman, Vice chairman & honouable Board members. The other officers of the authority perform such duties as prescribed by regulations or delegated to them by the Authority or its Vice chairman.
(iii) The procedures followed in the decision making process including channels of supervision and accountability
The administrative decision is taken at the level of Vice Chairman other officer's work and takes decision as per delegated power of vice chairman or the authority. The policy subjects are presented before the board headed by the chairman, who is commissioner Gorakhpur division, Gorakhpur.
(iv) The norms set by it for discharge of its functions
The discharge of normal functions is governed under the provisions of UP Urban Planning & Development Act, 1973 and the related rules and regulations sanctioned by the state govt.
(v) The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions
All the Rules mentioned below are followed by the GDA:
a)UP Urban Planning & Development Act, 1973
b) Latest Master Plan 2011
c) The UP Development centralized services rules
d) And other rules, regulations circulars and orders issued as and when laid down by the state govt.
(vi) A statement of the categories of documents that are held by it or under its control
The Authority has the following main divisions:
a. Establishment Division
b. Finance Division
c. Consrtution Division
d. Building Division
e. Property Division
f. Land Acquisition & ceiling Division
g. Planning Division h. Legal Division
i. Computer Division
j. Store Division k. Horticulture Division
l. Public Relations Division
m. Speed Point division
Each division is the custodian of its documents & records.
(vii) The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof
In case of preparation and revisions of master plan to the city, which is an obligatory duty of the authority, consultation with general public is undertaken on a very large scale.
(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public
The Authority constituted under section 4 of the urban planning and Development Act, 1973 function take decisions on the designated subject as per sittings held at regular intervals of time. The board meeting is not to open to Public Participation. The board decisions are public documents and are available to public.
(ix) A directory of its officers and employees
The list of the officers and the employs is published separately.
(x) The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations
Monthly salary or remuneration are drawn by each officers and employee as per scales of pay admissible to them. The details are listed separately.
(xi) The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made
The details of budget estimation, expenditures incurred etc. along with the future projects are detailed separately.
(xii) The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes
The GDA receives no budgetary support and no amount is earmarked under the head.
(xiii) Particulars of recipients of concessions, permits or authorizations granted by it
Since there is no subsidy related programme, this is not applicable.
(xiv) Details in respect of the information, available to or held by it, reduced in an electronic form

The public can obtain information through Website at www.gdagkp.org and from its office during visiting hours.
(xvi) The names, designations and other particulars of the Public Information Officers
Sri Ajay kumar Srivastava has been appointed as public information officer and Md. Aslam has been appointed as Assistant public information officer.
(xvii) Such other information as may be prescribed.
